(Answer) (Category) SIP FAQ : (Category) SIP Protocol Operation :
Transport in Via
If a proxy sends a request by UDP (TCP), the spec currently does not disallow placing TCP (UDP) in the transport parameter of the Via field, which it should.

If such a request is received, it should be responded to with a 400 Bad Request. The protocol used for the request should also be used for the response.
