ABSTRACT="This standard defines the association between the letters
appearing on the keypad of a telephone instrument.  It is intended to
conform with related standards such as E.161 and ISO/IEC 9995-8:1994. 
The main addition to the allocation that has been common for many years
is to assign the letter ``Q'' to the 7 key and the letter ``Z'' to the 9. 
The allocation of the letters to the numbers is only provided as an
mnemonic aid to facilitate dialing by word association.  It does not
affect the user-network signaling or any internal network functions.",
