In Texas the 911 Agency (911 Emergency Communications District, Home Rule City or Council of Government) is considered the “owner” of the MSAG. These “owners” readily share the MSAG with ILEC’s, CLEC’s and Wireless Providers who establish a contractual relationship with the 911 Agencies. Among other things, this contractual relationship assures that these “users” of the MSAG will bill a 911 service fee and agree to remit it back to the 911 Agency. On the one hand I can see that VoIP could be very similar to the way we do business today. Assuming that VoIP provider enters into a contractual relationship with the 911 Agency, use of the MSAG would be no problem. However, when the MSAG is moved to a single national DNS server (I3), I don’t see how use of the MSAG could be restricted to only those VoIP providers who are contractually bound to the 911 Agencies. How is the ESSID assigned? On the INTRADO DBMS (formerly Lucent) platform, the ESSID is assigned based on a NPA/NXX ESSID table. The ESSID is not part of the MSAG today. However, it wouldn't take very long to add this field to the MSAG. That information just hasn't been needed as part of the MSAG until now.
