The 9-1-1 service fee is assessed on second lines. In most cases the fee is assessed on every line, although with some jurisdictions there is a cap on the maximum number of lines per customer per location. In our jurisdiction the cap is 100. Each 9-1-1 systems has it's own mailing address, by law the Treasurer of the one of the cities or counties involved but the funds can not be kept in the county or city general fund and can not be spent by any one but the 9-1-1 Board. This issue was the single most difficult issue to deal with in attempting to get our State wireless surcharge law passed. The carriers wanted a single point of collection we of course wanted things like they were. As it turned out we compromised and the State collects and disseminates the surcharges to the 9-1-1 systems without any recurring action to obtain them on the part of the systems. No funds remain in the State bank account for the PSAPs for any length of time thereby making it difficult for anyone to raid them. Norman H. Forshee
